The Japan Overseas Cooperation Volunteers (JOCV) was inaugurated in 1965 as an agency under the supervision of the Ministry of Foreign Affairs. Its secretariat was set up as part of the organizational framework of the Overseas Technical Cooperation Agency (OTCA).

In 1974, the OTCA was merged into the Japan International Cooperation Agency (JICA), which was created to conduct international cooperation on behalf of the Government of Japan. The JOCA program became one of JICA’s principal acitivities. During its 34 years of operation the JOCV has dispatched over 19,000 volunteers to 66 developing countries primarily in Asia, Africa, the Middle East, Latin America, and Eastern Europe.
The objective of the JOCV is outlined as follows in the JICA bylaws: “To promote and assist the overseas activities of young people whose purpose are to cooperate, in unity with the people of developing areas, in the economic and social development of those areas.” In other words, to aid developing nations by sending volunteers to live and work with the people directly engaged in developing their own countries. JOCV volunteer assignments are based strictly on specific requests forwarded by each developing nation.
